Plumeria need full sun, water and a good balanced fertilizer to flower...when you get lots of vegetation growth, it can mean too much nitrogen and or too much water.
Not Flowering
My Plumeria is growing quicky and has beautiful healthy leaves but not blooming this year in florida so far and it is mid August.
Did bloom last year. used time relaeased fertilizer in the spring. in full sun all day.
